The test and measurement procedures in this Technical Specification are based on the methods and requirements defined in IEC 61400-21-1 and define the same parameters with regard to the validation of electrical capabilities. The document also defines additional tests that can only be performed in a controlled test bench environment. The procedures defined in this Technical Specification form the basis for detailed simulation model validations and a detailed validation of the electrical characteristics of components and subsystems. This Technical Specification defines: - the minimum test setups for testing and measuring the electrical characteristics in relation to the grid conformity requirements; - the system requirements for the test bench for performing these measurements; - the procedures and associated risks for the transferability of test results from test bench components and subsystems to wind turbines and wind turbine families; - the documentation and validation requirements for the components and subsystems of the wind turbine. The Technical Specification is a supplement to the standards IEC 61400-21-1 and IEC 61400-21-2 and does not replace all parts of these standards, as there are some functions and performance parameters that can only be validated on the final product and at the project-specific location: - voltage capability test; - voltage-dependent reactive power capability test; - frequency capability test, RoCoF and phase shift tests; - harmonic tests under ideal conditions; - grid impedance variations.
