This document provides additional steps for a smooth transition of insulation coordination between low voltage up to 1 000 V AC in the IEC 60664 series and insulation coordination at high voltage (although IEC 60071-1 is valid from 1 000 V, the values only start from 3 600 V). IEC 60071-1 also does not address human safety considerations. Also, IEC 60071-1 does not contain values for creepage distances. This has been requested by several TCs dealing with equipment operating in this voltage range. It is not intended to extend the low voltage boundary into the high voltage range. This Technical Specification is a guide for Technical Committees dealing with equipment rated up to 2 000 V AC with rated frequency up to 30 kHz or rated voltage up to 3 000 V DC. For rated voltages up to 1 000 V AC and 1 500 V DC, see IEC 60664-1. Higher voltages may exist in internal circuits of the equipment. It is applicable to equipment used up to 2 000 m above sea level and is a guide for use at higher altitudes. It specifies safety requirements for equipment for clearances, creepage distances, and solid insulation. It includes procedures for electrical testing. Requirements for functional insulation are not specified, as these are not considered safety requirements. This Technical Specification does not address distances - through liquid insulation; - through gases other than air; - through compressed air. The responsible committee is DKE/K 123 "Isolationskoordination für Niederspannungs-Betriebsmittel" ("Insulation coordination for low-voltage equipment") of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
