Overview
This document provides design guidelines for implementation of city service continuity (CSC) specified in IEC 63152 and includes city service cases for various target organizations (municipality, town developer, building administrator, etcetera.). Organizations that provide services should be able to develop and implement preparatory measures to maintain and restore necessary services in the event of a disaster. Since the provision of many services depends on the availability of electricity, an Electricity Continuity Plan (ECP) and an Electricity Continuity System (ECS) can help to continue and restore necessary services in the event of a power failure caused by various disasters. This document provides design guidance for implementation of city service continuity (CSC) specified in IEC 63152. The city service cases included are not only for emergency use but also for normal time use. This document primarily addresses disaster preparedness and recovery on the demand side. Efforts on the supply side of the network will complementarily improve the resilience of the power supply.
