Overview

This document provides guidance for power system stability control framework design. It covers the uniform use of terms and definitions, general objectives and principles for power system stability control, the classification of power system stability control, and the framework combining several types of stability controls in a coordinated and cost-effective (risk-based) manner in order to ensure system security and prevent widespread blackouts. In accordance with this guideline, the framework is designed to cope with disturbances of different probabilities of occurrence and impact on power system security and stability. Effective control approaches are designed to prevent or minimize the scope of future blackouts. This document focuses exclusively on the framework and principles of stability control and not on the detailed technical design of individual protective devices or grid components. It does not address specific hardware solutions, instead it provides guidelines for the planning, classification, and coordination of stability controls. Thus the scope of application is limited to the conceptual level of system management and control. Typical application examples include the development of strategies for grid stabilization in the event of disturbances with varying probabilities and impacts, the preparation of contingency lists and their analysis, and the coordination of protection and control systems in large interconnected grids. This document also serves as a basis for planning measures in order to prevent or limit blackouts and for restoring the system following a failure.
