Overview

Consumption-based billing of heating and hot water costs is a success story. It originated with the first German Regulations Governing the Allocation of Heating Costs out of the need to save energy in order to support the security of supply in the Federal Republic of Germany. Its importance and impact have grown steadily over the years. Numerous studies from Germany and abroad confirm this. Consumption-based billing results in average energy savings of 20%, thus providing an incentive to improve energy efficiency in buildings. This standard applies to the use of recording devices such as heat cost allocators, water meters, and heat meters used for consumption-based billing of heating and hot water costs according to the German Regulations Governing the Allocation of Heating Costs. The document specifies procedures for billing and consumption information. It describes procedures for determining reliable comparative values for the standardized average user. The specifications made in this document for consumption information during the year are applicable in properties with more than one unit of use and in properties with several user groups. They are applicable regardless of the type of energy source used or the energy efficiency of the building. The standard has been prepared by Working Committee NA 041-03-04 AA "Heizkostenverteiler (SpA CEN/TC 171)" ("Heat cost allocators (Mirror committee CEN/TC 171)") at DIN Standards Committee Heating and Ventilation Technology and their Safety (NHRS).
