The standard applies for portable ladders with non-conductive stiles and accessories (spacers, adjustable feet, adjustable ladder stabilization, soil compensation system, etcetera) which are intended for use on or near low voltage electrical lines and installations (below 1 000 V a.c. or 1 500 V d.c.). These ladders are generally intended for temporary access to transmission towers in order to carry out electrical operations. They may be used by only one person. These ladders are not intended for direct contact with live parts; they still maintain a sufficient insulation level for protection against unintentional contact with low voltage parts. The requirements and tests specified in this standard apply in addition to the EN 131 standard series. This standard does not apply to ladders for use above 1 000 V a.c./1 500 V d.c. DIN EN 61478 (VDE 0682-711) applies for these products. The responsible Committee is Subcommittee UK 214.5 "Ausrüstungen und Geräte zum Arbeiten unter Spannung; Arbeitsgeräte und starre Schutzvorrichtungen" ("Equipment and devices for live working; tools and rigid protective devices") of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
