Suitable monitors shall be used for detection of illicit or unintended transportation of nuclear or other radioactive materials. This standard is applicable for installed monitors designed to detect special nuclear and other radioactive materials by their emitted gamma and/or neutron radiation. The monitors are used to monitor vehicles, cargo containers, people, or packages and are typically located at national and international borders. They may be used, however, at any location where there is a need for this type of monitoring. The selection of the location and the configuration of the monitoring system on each site need to be optimized to achieve the best performance. This is, however, outside the scope of this standard.
