This standard deals with the safety of electric appliances for skin beauty care of persons and intended for household, commercial and similar purposes, their rated voltage being not more than 250 V. This standard recognizes the internationally accepted level of protection against hazards such as electrical, mechanical, and thermal hazards, as well as fire and radiation hazards posed by electrical equipment when operated in accordance with the instructions for use. It also covers unusual situations that are nevertheless likely to occur in practice and takes into account the manner in which electromagnetic phenomena can affect the safe operation of equipment. This standard does not apply to appliances intended exclusively for industrial use, appliances intended for use in rooms where special conditions prevail, such as corrosive or potentially explosive environments (dust, steam, or gas), shavers, hair clippers, and similar appliances (IEC 60335-2-8), heated blankets, underblankets, heating pads, clothing, and similar flexible heating appliances (IEC 60335-2-17), appliances for the treatment of skin or hair (IEC 60335-2-23), devices for skin irradiation with optical radiation (IEC 60335-2-27), sauna heaters and infrared cabins (IEC 60335-2-53), cosmetic and beauty care devices with built-in lasers and intense light sources (IEC 60335-2-113), and devices for medical purposes (IEC 60601). Examples of equipment falling within the scope of this standard include: equipment with high-frequency output currents (that is, ≥ 10 kHz), including equipment with heat-generating effects for skin care; equipment with medium-frequency output currents (that is, ≥ 1 kHz, < 10 kHz), including interference outputs for skin or muscle stimulation, devices with low-frequency output currents (that is, < 1 kHz) (for example, faradic currents) for applications such as skin or muscle stimulation, devices with low-voltage DC output currents (for example, galvanic currents) such as electroepilation (hair removal), beauty care devices with ultrasonic outputs for skin care, devices with vacuum functions for skin care, beauty care devices for melting wax, devices intended to produce a surface-cooling effect for skin care, facial cleansing devices, and microneedling devices for skin care.
