Overview

This standard IEC 61400-21-2 specifies a uniform procedure for measuring, testing, and assessing the electrical characteristics of grid-connected wind turbines. These characteristics include: aspects of voltage quality, control characteristics such as power control, reactive power control, voltage control, frequency control, grid support behaviour in the event of a fault, and grid protection tests. These measurement procedures shall be valid for power plants, including the power plant controller and other connected equipment required for the operation of the power plant. The measurement methods shall be valid for power plants of any size connected to the point of connection (POC) with a single interface. The results of the measurements and assessments of the electrical characteristics of power plants can be used as control variables for the verification of electrical simulation models for wind power plants, as described in IEC 61400-27-2. All aspects described in this document can be tested and reported individually, and it is not mandatory to perform all tests and measurements described. Additional tests and measurements may be performed and reported in the test report for more detailed evaluation of simulation models and for compliance with specific grid code requirements. The following are not within the scope of this standard: - multi-wind farm control; - group management (cluster management) of multiple power plants or multiple connection points; - testing of specific components and validation of power plant equipment (switchgear, cables, transformers, etcetera) covered by this IEC; - testing of specific components and validation of power plant equipment (switchgear, cables, transformers, etcetera) covered by this IEC; - validation of wind power plant models as specified in IEC 61400-27-2; - load flow calculation methods and guidelines for load flow studies; - tests and measurements of the communication interface and the power plant system as specified in the IEC 61400-25 series of standards. The procedure describes standardized methods that enable both the developer and the TSO and DSO to analyse compliance with the grid connection requirements in relation to the aforementioned parameters.
