Optimizing the use of electrical energy is a global task in order improve efficient use of available resources, increase competitiveness and reduce greenhouse gas emissions and other associated environmental impacts. The efficient use of energy sources requires better energy management and improved energy-related performance, particularly with regard to energy efficiency, use, and consumption. Standards such as ISO 50001, ISO 50002 and IEC 60364-8-1 describe requirements in this regard. What is unknown cannot be changed, and what is not measured remains unknown. Thus there is a growing need to measure energy within systems in order to: - identify opportunities for energy savings, or - monitor energy performance indicators, or - train users. This part of IEC 62974 specifies product and performance requirements for devices that fall under the heading of "monitoring and measuring systems used for data collection, aggregation and analysis", for industrial, commercial, and similar use rated below or equal to 1 kV AC and 1,5 kV DC. These devices are fixed and are intended to be used indoors as panel-mounted devices, or as modular devices, or as housing devices fixed on a rail, or as devices fixed by other means inside a cabinet. These devices are known as energy servers (ESE), energy data loggers (EDL), data gateways (DGW) and I/O data concentrators (IODC) and are grouped together under the family name of Data Management Devices (DMD). These systems are embedded or can be connected to software applications that aggregate data and prepare automated analyses. This document does not cover: - devices used only in the consumer market (living quarters) or household; - devices used in the smart metering infrastructure (for example smart meters); - devices used in the smart grid infrastructure; - devices used as IT servers in the information technology business; - power metering and monitoring devices (PMD); - I/O data concentrators already covered by a specific product standard; - communication protocols and interoperability; - power quality instruments (PQI); - software used for the data collection and analysis of the power quality for the supply side. The devices covered by this standard are used for bidirectional information exchange (energy consumption data at end-use points, measurement and monitoring data, temperature readings, and so on), primarily for energy efficiency monitoring. An automatic analysis performed by Data Management Devices (DMDs) in accordance with this standard may include the calculation of energy consumption data or energy consumption indicators as required for the energy management system in accordance with ISO 50001, or it may be used for energy audits as in ISO 50002, or it may be used for electrical energy efficiency management systems (EEMS) to monitor installations for compliance with IEC 60364-8-1 with regard to the efficient use of electricity. These devices can also be used for certifications corresponding to labels such as LEED, BREEAM, HQE, etcetera.
