Overview

This standard contains safety requirements. This standard defines relevant requirements set out in Annex I of EU Machinery Directive 2006/42/EC, relating to machines which were placed on the European Economic Area (EEA) market for the first time, with the intent of simplifying the means of proving conformity with these requirements. This document provides safety requirements specific to binding and finishing equipment and systems. It provides additional safety requirements for the design and construction of new equipment used to convert printed or blank substrates into cut, folded, collated, assembled, bound, or otherwise finished product. This document is applicable to processes for preparing substrate for the printing process. It is also applicable to a wide range of equipment used in the binding and finishing process. This standard differs from DIN EN 1010-3:2010-06 and DIN EN 1010-4:2010-12 as follows: a) the Scope has been expanded to include binding and finishing machinery, and the requirements for these machines have been taken over from DIN EN 1010-4:2010; b) the requirements for index cutting machines, rotary cutters and label-punching machines have been deleted; c) in 5.2 requirements for interlocks with guard locking have been included; d) in 5.4.3 control-related requirements (fault detection, prevention of manipulation) for residual pile monitoring as a safety device on hopper feeders have been revised; e) in 5.4.3 the figures on gang stitchers have been updated; f) in 5.4.4.4 control-related requirements (fault detection, prevention of manipulation) for residual pile monitoring as a safety device on feeders at gathering machines have been revised; g) in 5.4.5 requirements on safety-related control systems for temperature control in the gluing unit at perfect binders and monitoring of extraction equipment for PUR gluing units have been specified (required performance level); h) in 5.4.5.7 control-related requirements for safeguarding milling head cutters at perfect binders have been added; i) in 5.4.5.8 requirements for hand-fed perfect binders have been included; j) in 5.4.10 the requirements on safety-related control systems for temperature control in the gluing section for book production lines have been revised; k) in 5.9.2 requirements for the retraction of knife and clamp at guillotine cutters have been added; l) in 5.9.5 new figures regarding the safeguarding of automatic movements of the saddle of guillotine cutters have been included; m) in a new subclause 5.11 requirements on three-knife trimmers with manual infeed have been included; n) the list of significant hazards has been moved to an informative Annex B. This document (EN ISO 12643-3:2023) has been prepared by Technical Committee ISO/TC 130 "Graphic Technology" in collaboration with Technical Committee CEN/TC 198 "Printing and paper machinery - Safety", the secretariat of which is held by DIN. The national interests during preparation were represented by Working Committee NA 060-23-01 AA "Druck- und Papierverarbeitungsmaschinen" ("Printing and paper converting machines") of Section "Printing and paper machinery" at DIN Standards Committee Mechanical Engineering (NAM). Representatives of manufacturers of printing machines, and of the employers' liability insurance association Energie Textil Elektro Medienerzeugnisse (BG ETEM) contributed to this standard.
