Overview

This part of ISO 18436 specifies requirements for persons and organizations ("assessment body") operating conformity assessment systems for personnel who perform machinery condition monitoring, identify machine faults, and recommend corrective action. Procedures for the conformity assessment of condition monitoring and diagnostic personnel are specified. These requirements are in addition to those of ISO/IEC 17000, ISO/IEC 17024, and ISO/IEC 17050-1. General requirements for assessment body personnel are contained in this part of ISO 18436. Specific requirements for the assessment of personnel in condition monitoring and diagnostics are contained in ISO 18436-2 and ISO 18436-4 to ISO 18436-9. In accordance with ISO/IEC 17000, an assessment body (person or organization) may be a first-party conformity assessment organization issuing a declaration of conformity, a second party issuing an attestion of conformity or it may be a third-party certification body compliant with ISO/IEC 17024 issuing certificates of conformity. This part of ISO 18436 specifies the general provisions for certification bodies; however, where applicable, they should apply to first and second parties. According to DIN EN ISO 14698-1, the German term "Qualifizierung" is the process of demonstrating whether an entity - activity or process, product, organization, or any combination thereof - is capable of fulfilling specified requirements. According to DIN EN ISO/IEC 17024 the German term "Qualifikation" is the demonstration of personal attributes, education, training and/or work experience. The International Standard ISO 18436-1:2012 "Condition monitoring and diagnostics of machines - Requirements for qualification and assessment of personnel - Part 1: Requirements for assessment bodies and the assessment process" has been prepared by Technical Committee ISO/TC 108 "Mechanical vibration, shock and condition monitoring", Subcommittee SC 5 "Condition monitoring and diagnostics of machine systems" the secretariat of which is held by ANSI (USA). The German collaboration was effected by Committee NA 001-03-06-05 (NALS/VDI C 6.5) "Schwingungsüberwachung" ("Vibration monitoring") of the Acoustics, Noise Control and Vibration Engineering Standards Committee (NALS) in collaboration with NA 062-08-21 "Qualifizierung und Zertifizierung von Personal der zerstörungsfreien Prüfung" ("Qualification and certification of NDT personnel") at the Materials Testing Standards Committee (NMP).
