This document has been prepared under a mandate issued by the European Committee in the framework of the REACH Regulation and that aims at the revision of the reference method for the determination of the release of nickel from spectacle frames and sunglasses. The new reference method will ensure the reliable framework to enforce the limit value for nickel release of 0,5 µg/2/week set forth by European Regulation and will therefore ensure a uniform application and control of the European legislation in all member states. Harmonising the test method for nickel release in all member states is vital with a view to protecting effectively the health of the end consumer, that is, the spectacle wearer. Nickel allergy is still the most frequent contact allergy in Europe and a significant health issue. This document in the form of a Technical Specification is a first step with regard to the revision of the standard EN 16128:2011 made under the mandate which is currently harmonized in the EU Official Journal by announcement. By the publication as a Technical Specification it is now possible for all persons involved in the testing of spectacle frames and sunglasses for nickel release to initiate the change to the future new reference method at an early stage and to gain practical experience during its application. The working group currently dealing with the revision of EN 16128:2011 is specifically interested in user feedback which can improve or further develop the reference method. It is expected that the draft of the revision of EN 16128:2011 will still be published in 2014. The users of this Technical Specification are asked to keep informed about the further development of the reference method. The European document CEN/TS 16677:2014 has been prepared by CEN/TC 170 "Ophthalmic optics". On the national level, the responsible Working Committee is NA 027-01-08 AA "Brillenfassungen" ("Spectacle frames") at NAFuO.
