Short description
This standard describes the application of predictive emission monitoring systems (PEMS) at natural gas-fired combustion plants. It applies to gas turbines with and without heat recovery boiler and without subsequent waste gas purification. PEMS can be used in the legally regulated area as an alternative to automated measuring systems (AMS) for instance within the scope of an EU implementation decision at natural gas-fired turbines with a thermal capacity of less than 100 MW and less than 1500 operating hours, or at consisting open-cycle gas turbines (OCGT) for the air pollutants NOx and CO. Additional applications can be an optional monitoring, monitoring in special situations due to regulatory requirements, or application as backup system. This standard shall be applied in combination with VDI 3952 Part 1. Since VDI 3952 Blatt 1 is currently under elaboration and not yet published, the corresponding requirements referenced in Part 2 shall be agreed with the competent authority within a framework of a monitoring concept to be provided until Part 1 is available. This standard is addressed to PEMS manufacturers, to performance test institutes, to test laboratories, which check the correct installation of PEMS and calibrate and check such systems, to plant operators using PEMS for the determination of emissions, and to competent authorities.
